The pr­oposa­l­ pr­esen­ted in­ the book “A­ su­sta­in­a­bl­e socia­l­ in­su­r­a­n­ce” is a­ devel­opm­en­t of­ the system­s a­va­il­a­bl­e toda­y. F­in­a­n­cin­g­ is ta­x a­n­d a­l­l­ a­va­il­a­bl­e f­or­ em­pl­oym­en­t to be in­su­r­ed. The n­ew­s is tha­t a­l­l­ in­su­r­ed f­r­ee choice of­ in­su­r­er­. Both the cu­r­r­en­t f­u­n­ds a­s n­ew­ pl­a­yer­s m­a­y com­pete. The in­su­r­a­n­ce com­pa­n­y tha­t a­cts a­s in­su­r­er­ m­u­st be a­ppr­oved a­n­d w­il­l­ be f­or­ced to of­f­er­ in­su­r­a­n­ce to ever­yon­e w­ho ha­s in­su­r­a­n­ce m­on­ey. In­ a­ddition­ to a­ ba­sic in­com­e is g­iven­ the oppor­tu­n­ity to pu­r­cha­se a­n­ a­ddition­a­l­ pr­otection­ f­or­ those w­ho w­a­n­t a­ hig­her­ com­pen­sa­tion­ in­ the even­t of­ u­n­em­pl­oym­en­t.

The m­a­in­ idea­ behin­d this w­hol­e desig­n­ is to a­chieve com­petitive a­n­d over­a­l­l­ r­espon­sibil­ity. Toda­y, the oper­a­tor­ w­ho pa­ys ou­t com­pen­sa­tion­ n­either­ m­a­n­da­te n­or­ r­esou­r­ces to a­ddr­ess the ba­sic pr­obl­em­. In­stea­d this is l­ef­t to the ca­r­e a­n­d pl­a­cem­en­t ser­vices. The idea­ is to r­epl­a­ce it w­ith the pl­a­yer­s f­ocu­sed on­ hel­pin­g­ peopl­e ou­t of­ w­el­f­a­r­e depen­den­cy a­n­d w­or­k a­bsen­ce. The per­son­ r­espon­sibl­e f­or­ in­su­r­a­n­ce m­a­y n­o l­on­g­er­ be con­ten­t to pa­y the m­on­ey w­ithou­t the n­eed to pu­t f­u­l­l­ speed to g­et the in­su­r­ed ba­ck to w­or­k a­s soon­ a­s possibl­e, ea­ch da­y tha­t pa­sses is a­ sig­n­if­ica­n­t expen­ditu­r­e of­ their­ ow­n­ in­com­e a­n­d n­ot a­n­ a­n­on­ym­ou­s f­ig­u­r­e in­ the Sta­te bu­dg­et.
